The issue paper will a synthesis of the different approaches and topics involved in theorizing about LGBTQ politics in International Relations. Students will each pick one issue related to LGBTQ politics in the international arena. They will trace the evolution of the issue from the end of the Cold War to the present day, discuss what actors have been instrumental in any changes that have occurred over this time period, and will pick three different IR theories and discuss how each of those theories would explain the changes that occurred.

Throughout the semester students will submit paper topics and paper outlines prior to class on the dates listed in the syllabus. These deadlines are to ensure that students are making progress on the paper and planning ahead for success in this assignment. The issue paper is to be turned in on Sakai on November 23, 2020 before the start of the class period. Late papers will be deducted one letter grade per 24 hours they are late. The paper is 4 to 6 pages long, double-spaced, 12 pt. Times New Roman font.

Issue Paper: Discrimination and the Progression of Rights
For decades it has been a struggle for people of LGBTQ community to feel like they
possess the same rights as the rest of the population. While some countries and states have
implemented equality and protection measures for LGBTQ people, others have made major
pushbacks by creating homophobic legislations and allowing for discrimination against the gay
population. Rights regarding sexuality have always been subject to disagreement ever since our
first colonizers, but they have also gained a substantial amount of support over the years and
especially since the Cold War. With the help of critical theory, postmodernism, and queer theory
the evolution and advancement of gay rights has not only progressed tremendously since the
early 90s, but has also become more easily understood and explained as well.
Dating back to the end of the Cold War era, in the early 1990s, tension was high when it
came to gay rights making an appearance to the public because the conservative movement was
gaining momentum.
