FINAL ESSAYS
Description
In the last unit of the course, class members write three essays on assigned topics taken from
course readings. If a student previously wrote about a one of the topics in key ideas, the approach
taken in an essay should add value and perspective to the earlier work. It should not repeat what
was already submitted in the key ideas assignment.
Essays ask students to use articles from scholarly journals (see the section on articles below) and
websites to research assigned topics. These resources should supplement course readings and
should also be utilized in framing responses to the essay questions.
Prior to beginning, review the Course Overview and the Grading Rubrics.
Articles
Scholarly articles are published in academic journals and they are peer reviewed. Full
citations and references will be given for them, in correct Turabian parenthetic citation
and reference list format. Select Academic Search Premier for most journals, and
Education Databases and Education Research Complete for Public Administration
Review. Use different combinations of search terms in “advanced search†to locate
articles related to the essay topic.

1. Constitutional value. Identify a Constitutional principle or value that interests you and show
how it appears in contemporary discussions about the public sector generally or public
administration in particular.
2. Sectoral expectations. Discuss how public expectations of career professionals working in
the public, private, and nonprofit sectors differ. The discussion should, at minimum, include the
relationship with elected officials, responsiveness to the public, and the varying ethical dilemmas
confronted by each in carrying out their duties.
3. Conflict of interest. Discuss the concept of conflict of interest relative to the idea of the

have. I cannot emphasize how important following instructions is for this final
essay. Any missing requirements will result in significant deductions, particularly
the resource requirements.
Regarding resources, it is not sufficient to just include your external resources in
your reference list. I need to see where and how you used these resources in
your essays. That means you must cite them directly in your written work. The
same requirement applies to internal resources. Svara’s The Ethics Primer and
Kennedy & Schultz’s American Public Service should anchor your essays to
ensure context within the discussion. That said, if I have mentioned to you in the
content comments in the Grade Book that you need to work on this, understand
that this is your final opportunity to demonstrate this rubric. Absence of cited
content will result in a major deduction to the Final Essay grade.
Further, I would also like to issue a caution about how to properly utilize
sources in your Final Essay so that you do not commit plagiarism. Our final
essays will be reviewed by Turn It In and receive a plagiarism score before I
even grade them so I will remind you that any direct (i.e., verbatim) quotes
from sources should be enclosed within quotation marks and include an
internal citation. Any summarized content (i.e., not verbatim but also not
your original work) still requires an internal citation but does not require
quotation marks. Consistent with our other classroom assignments, the
total word count/length requirement for this assignment does not include
direct citations so make sure you use your sources wisely and find your
own words in constructing these essays. Plagiarism is a serious academic
offense and may result in a zero on the Final Essay, depending on the
extent of the offense.
